The Enugu Slate Ministry of Lands and Housing ("MoLH") has been in existence since the time of the East Central State. The Ministry is responsible for all matters relating to Lands and Housing within Enugu State,
Principally the functions of the MoLH are to provide the following services in line with the laws governing its establishment:
- Acquisition of land and layouts on behalf of the Government.
- Land schedules, including processing of Certificates of Occupancy, Mortgages, Assignment, Leases,-Subleases, etc.
- Payment of compensation to land owners in cases of land acquisition
- Conduct of layout designs
- Conduct of perimeter survey of layouts after land acquisition
- Identification of land for possible acquisition
- All revision of numbers to plots on State land
- Review and approval of community layouts
- Conduct of surveys with respect to state lands
- Approval of survey plans for non state lands for purposes of registration with the lands registry
- Carrying out surveys for individuals with respect to non Government land
- Approving permits for:
(i) Buildings
(ii) Filing stations
(iii) Private/Community layouts;
(iv) Erection of telecommunication masts
- Enforcement of Town and Urban Planning Law and regulations made pursuant
thereto, including demolition of illegal and unauthorised structures
- Collection of land related fees and charges on behalf of the Government
To enable the Ministry carry out its functions effectively, the Ministry is divided into departments that are headed by Directors or Heads of Department. All the services of the various departments of the Ministry are interlinked in its service delivery to clients.
The management structure of the Ministry
is organised as folows:
- Honourable Commissioner:
The Honourable Commissioner oversees the activities of all the departments in the Ministry. The Commissioner advises the Governor on all land matters and gives approval, where necessary, on behalf of the Executive Governor of Enugu State.
- The Permanent Secretary:
Tilt' Permanent Secretary is the next to the Honourable Commissioner in the hierarchy. The Permanent Secretary oversees all the transactions of the departments of the Ministry. The Permanent Secretary checks and reviews all files going to the Commissioner's office, and from the Commissioner's office to ensure compliance to regulations and guidelines of each department's processes. The Permanent Secretary is the chief accounting officer of the Ministry.
- Survey Department:
The Survey Department is responsible for undertaking the following survey functions:
- Survey of Government and non-Government land
- Assisting in resolving property disputes that involve boundary determination or adjustment
- Ecological survey
- Acquisition and compartmentalisation of land for forestation
- Assisting the courts by providing Crown survey for some land disputes in court
- Mapping for health, geographical, aviation, and irrigation purposes.
- Town Planning Department:
The Town Planning Department oversees Enugu State's Town-Planning Scheme and is responsible for advising the State Government on town planning matters.
Specifically, the department carries out the following functions:
- Provides advice to the State Government on matters of town planning
- Selection of suitable land sites for final acquisition by the State Government
- Oversees the implementation of the sub regional plan and master town plan
- Oversees and co-ordinates activities of the Town Planning authorities
- Advises Government on the use of land (residential, industrial, commercial etc)
- Planning Schemes (layout plans for development or vets plans produced by private sector)
- Data collection and analysis for urban and regional planning
- Lands Department:
The Lands Department oversees all transactions that relate directly to land in Enugu State. The functions of the Lands Department incl.ude:

Issuance and/or registration of land titles such as Certificates of Occupancy, Deeds of Assignments, Subleases, Exchange of Letters, Powers of Attorney, Temporary Operating Licences, Deeds of Mortgage and Deeds of Surrender
- Provision of lands for Federal and State Government, corporate bodies and individuals
- Acquisition of lands for different purposes
- Payment of compensation to land owners, corporate bodies and individuals, in the event of compulsory acquisition by the Government for public purpose
- Preservation of land titles
- Other functions that relate to land as may be delegated by the Governor.
- Public Relations:
The Public Relations Department is primarily responsible for information dissemination about the functions and activities of the Ministry. The Public Relations Department is responsible for publicising information about the Ministry to the general public, overseeing the production and distribution of pamphlets, fliers, and radio and television announcements on the activities of the Ministry.
- Computer & File Registry:
The Department is responsible for the safety of all files and documents in its custody. The Computer and File Registry Department is also responsible for the computerisation of the Ministry. The Department is also respollsible for backing up the information of the Ministry to the server and updating and maintaining the files of theMinistry.
- Planning, Research & Statistics:
This Department is responsible for preparing the budget of the Ministry. The Department also oversees all research activities to be carried out by the Ministry, computes and maintains statistical figures and information relating to the Ministry of Lands and Housing.
- Administration Department:
This department oversees the genera and smooth running of the Ministry. These inc1ude staff welfare, the day-to-day running of the Ministry and any other functions that may be passed on to the Department by the Commissioner or the Permanent Secretary.
- Accounts Department:
The Accounts Department is responsible for collecting some classes of revenue
generated by the Ministry of Lands; budget preparation of the Ministry; disbursement of funds allocated to the Ministry; preparation and payment of staff salaries and other financing functions of the Ministry
- Sub Treasury Department:
The Sub treasury department is responsible for the collection of all internally
generated revenue of the Ministry of Lands and Housing, and the collection of other revenue as may be directed by the Executive Governor.
